Review of the Seychelles Fisheries Sector Policy and Strategy 2019
Our Professor Tom Hecht was contracted by the Seychelles Ministry of Fisheries and Blue Economy to review the Fisheries Sector Policy and Strategy (2019), as part of the World Bank-funded Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3).
The Policy is the overarching framework for the fisheries sector of the Republic of Seychelles. The overall aim of the policy review was to promote the improvement of policy performance, accountability, learning and evidence-based decision-making for the better management of Seychelles' fisheries sector.
Prof Hecht reviewed the Policy in terms of: i) the content and design of the policy statements and strategies, and ii) progress in the implementation of the Policy against performance indicators as outlined in the Policy M&E framework. He then outlined lessons learnt from the review of the Policy and provided recommendations for enhancing future Policy implementation and performance.
